Overview
The Social Development Manager is responsible for the leadership, coordination, and day-to-day management of Social Development programs and staff. This role ensures effective, compliant, and culturally appropriate delivery of services to Saulteau First Nations members, including Social Assistance, Member transportation, Life skills programming at New Beginnings House, and Youth and Elders Supports.
The position provides direct supervision to frontline staff, supports risk mitigation, ensures adherence to policy and funding requirements, and promotes coordinated service delivery across departments.
Duties and Responsibilities
Program Oversight and Service Delivery
- Oversees the delivery of Social Development programs to ensure services are accessible, respectful, and responsive to member needs.
- Ensures programs operate in alignment with SFN policies, funding agreements, and applicable federal and provincial requirements.
- Interprets and applies policies, procedures, and funding requirements, providing direction to staff on complex situations.
- Provides oversight and guidance on complex or high-risk cases, escalations, and service coordination.
- Monitors program activities to ensure consistent service standards, safety practices, and appropriate documentation.
- Uses program data and reporting to inform service planning, improvements, and resource allocation.
- Identifies service gaps, operational risks, and emerging needs, and brings forward recommendations.
Staff Supervision and Leadership
- Provides direct supervision, coaching, and support to Social Development staff.
- Supports recruitment, onboarding, training, and ongoing development of direct reports.
- Conducts regular check-ins and performance evaluations.
- Addresses performance, attendance, and conduct concerns in accordance with SFN policies, in collaboration with Human Resources.
- Promotes a respectful, collaborative, and accountable work environment.
Administration, Compliance, and Risk Management
- Ensures compliance with Social Assistance policies, transportation safety requirements, and program guidelines.
- Oversees operational risk related to member transportation services and service delivery to vulnerable members.
- Supports budget tracking and monitors program expenditures in collaboration with management.
- Ensures accurate records, statistics, and reports are maintained and submitted as required.
- Responds to service-related concerns or complaints from members in a respectful and timely manner.
Collaboration and Community Engagement
- Works collaboratively with other SFN departments to support coordinated, wrap-around services.
- Builds and maintains working relationships with external agencies, service providers, and partners as required.
- Represents Social Development programs at meetings and community discussions when assigned.
Other Duties
- Participates in committees, working groups, and community events as required.
- Performs other related duties as assigned.
Ideal Qualifications and Experience
- Diploma or degree in Social Work, Human Services, Indigenous Studies, or a related field, or an equivalent combination of education and experience.
- Experience supervising staff or coordinating programs in a social services or community-based setting.
- Experience working with First Nations communities or Indigenous service delivery is a strong asset.
- Satisfactory Criminal Record Check with Vulnerable Sector Screening required.

Work Conditions
- Work is performed primarily in the office Monday to Thursday from 8:00 a.m. to 4:30 p.m.
- Travel may be required within SFN community and surrounding community.
- Manual dexterity required to use desktop computer and peripherals.
- Wage Range: $89,493.84-$102,917.92
