1. Opening Remarks: Mary Doyle

  • Focus is to send membership information regarding Land Code twice a month
  • Would like to plan for elders visit to DRFN for Elders Meeting to share information on becoming a Land Code Nation
  • Halifax AGM
    • New Land registry system in Play, Child and Family Welfare & the Good initiatives on the go.  Provided an Opportunity for our Elders to learn from knowledge holders across Canada, was beneficial

2. Binders – Land code Information

  • provided for Land code members requesting Paper copies.  Reach out to mary for paper copy of binder. 
  • Mary to send electronic binder copies via email to others

3. Dan Penner (Urban Systems)

  • Approve agenda Sept 4, 2024 as presented
  • Weekly review meeting minutes from previous meetings
  • Adopted meetings to committee (Need minutes for approval- August 8)
    • Mary to forward to committee
  • Review Terms of reference
  • Discussion/Reviews/Committee-thoughts to changes of agenda
  • Missing appendix’s – Mary to forward to committee via email

Question: Is there a time limit on the land code?

  • living document that suits the community, opportunity to amend process & involvement. 
  • consent from the SFN via ratification Votes
  • 1st Draft in binders now, 3 versions in total
  • Land code is a living document has to be applied & Agreed by the people
  • Community engagement/committee to make suggestions
    • (Ex. Doig took peoples on the land, Door to door)
  • Land code is important (Land history/damages on the land, Lands planning, Wildlife concerns, Governance/On reserve, enforcement, traditional territory, Environmental plans

4. Community Engagement Ideas:

  • door to door flyers
  • phone calls/in person visits
  • newsletter
  • Elders dinner
  • Youth/elders involvement (zoom, teams, applications for urban members & youth)
  • demographics/youth along with men
  • Meetings on land
  • Actively coordinate/peace region meetings
  • Information-monthly updates
  • Video/brochures
  • Treaty discussions w/Membership – Stewart Cameron
    • Indian Act-how does if affect us
    • Nation taken over Health, Child & Family Services, Membership

5. Invite RCMP to meet Land Code Committee (Trespassing laws, Bylaw development)

6. Terms of Reference - Motion to pass (Bea) Moved (Henriette) Adopted

  • The land code committee is to function as an advisory committee
  • Support the development of a land code that is aligned with the best interests of the  Saulteau  first nations citizens 6-10 members of SFN
  • Vacancy will be advertised
  • Chairperson-lands manager or another land code project team member
  • Code of conduct (miss 3 times can be removed)
  • Decisions recorded in meetings
  • Need a quorum to decide unless an emergency
  • Cancellation- may need to give a day notice of meeting cancellation
  • Minuets/approved by committee (Making these public)

7. Action Item:

  • Read thru draft code V1
  • Mary to fwd committee members all the documents
  • Flyers/door to door & emails for members on reserve Elders Feast

Challenges:

  • lacking ability to get out the information (Lacking communication, struggling to get information out to community)
  • Brainstorm to hire an individual for this
  • Arranging C&C meeting’s (Collaborating with Tristan)- meeting dates to be determined
    • Environmental site review
      • Environmental Concerns w/4EG yard
    • Land description report- (Boundaries on reserve)
      • Nrcan-our reserve includes the river; LABRC to Support 100%
      • Ministry of transportation
